On smooth flat surfaces, the angle that an incoming ray of light arrives from is the exact same angle that the mirrored outgoing ray of light takes as it departs. We call this Specular Reflection.
Under close inspection, almost every type of reflective sheeting is made from natural specular material. Those products with bright and shiny characteristics are typically considered to be more reflective.
A rough reflective surface causes light to scatter off in infinite, unpredictable directions resulting in more uniform and widespread coverage. We call this Diffuse Reflection.
